Why is passive cooling (fanless) important?

In our (relatively) dust-free homes, fans take years to clog up with dust and when they do – the consequences are generally irritating, not disastrous.
In industry and on our factory floors, dust (and liquid) ingress is prevalent and such clogging happens in months, not years – and when it does the consequences can be devastating. 
Through CPUs burning out, repercussions can range from pretty devastating loss of profit to disastrous loss of life.
